feat: wire release-watch job into upstream-release-watch workflow (#103) - #104

Adds the jobs: section to .github/workflows/upstream-release-watch.yml (issue #103), fixing the verified HTTP 422 'Required property is missing: jobs' dispatch failure from PR #102's trigger-only skeleton. One release-watch job: - actions/checkout@v4 first step (SC-2) - permissions exactly issues: write + contents: write (SC-3) - container step ghcr.io/astral-sh/uv:python3.12-bookworm-slim invoking uv run scripts/release-watch.py (SC-4) 4 enforcement tests (test/test_workflow_jobs.py) pass; on:/concurrency: scaffolding unchanged.
