Remove dead import of a private, now-removed numpy internal - #26

Conversation
src/baselines.py imported numpy.core.numeric.True_ but never used it; this private alias no longer exists on current numpy releases and raising ImportError on 'import src.baselines' alone. Verified end-to-end on a GPU instance: README's Cora example reproduces 88.5% test accuracy, matching the paper.
