Query Linux interface state and execute the explicit operation plans defined by SPEC-005 through an asynchronous NetworkBackend boundary. Linux I/O belongs here; policy binding, priority merging, and address reorder decisions belong to reconciliation. The initial backend configures physical Ethernet interfaces and veth devices. It reports other interfaces without claiming to manage them.

Namespace binding, kernel cascades and identity reuse only show up against
a real kernel, and checking them must not trust the code under test. A
probe binary, kept out of the backend crate as test tooling, drives the
public API over JSON lines while a root-only pytest harness asserts kernel
state in throwaway VM namespaces with independent ip -j observations.

Spec: core/004-network-backend
implements netfyr/specs#17
