Add docs/organizations.md for admins. It covers setup effort, Pub/Sub cost and Google's terms, and how to provision per-user topics with a scheduled script. Pub/Sub bills delivery for messages a subscription filter drops, so on the shared topic the cost grows with the square of the user count. The README's isolation table listed that cost as none, and now says this.
