Regarding the last restoration in nodejs/TSC#1690 (comment), there is still no detailed guides on collaborator
restorations.
This expands the collaborator restoration steps, and specifically this requires
a TSC confirms the authenticity of the returning collaborator, as the restoration
skips the collaborator nomination steps which requires an authenticity endorsement.
The proposed returning process requires 1 week wait period.
