Retire the exact previous mapped workload before reloading current admission facts and constructing a fresh native replacement. Reuse the existing lifecycle record and owned waiter for trusted startup and qualified persistent handoff.

Fence transfer claims, detachment and final lifecycle promotion against owner loss. Preserve public mapped inhibition and require future production F/G evidence. Tests cover both profiles, stale bindings, retirement, startup, transfer uncertainty and owner-loss refusals.
