What Problem This Solves

Frequent docs synchronization starts a full CodeQL scan for every main push. The repository recorded 1,242 default-branch runs between October 27 and November 3.

Why This Change Was Made

Run full main analysis hourly at minute 11 UTC instead. Keep unrestricted PR and manual scans, protect running scheduled scans, and cancel superseded PR scans. Add the one-line .ci-policy.md explanation. Languages, queries, action pins, permissions, analysis names, and deployment workflows are unchanged.

User Impact

Fewer duplicate main scans while PR security checks remain enabled. GitHub may delay scheduled runs; the cadence is not a completion deadline. No product release or deployment is triggered by these paths.

Evidence

  • actionlint .github/workflows/codeql.yml and git diff --check passed.
  • Full analysis jobs and permissions match the base byte-for-byte; mirror and deployment path ownership checked.
  • Independent source review passed; shared autoreview returned scoped-clean at P0–P3 for the complete two-file patch.
  • Both hosted PR CodeQL language scans passed at head 81ee77fce4aa64493d0ec1bdf0be4f30a8d92d4e. Scheduled execution will be observed after merge.
