Adds the
SENSOR_JOB_SIGNING_ROOTrow (and its anchor) to sensors/settings.md for the sdk-go key-set verification (openctemio/sdk-go, follow-up of openctemio/openctem#1652): the sensor pins the installation offline job-signing root and accepts signer keys from its signed, expiring key set. Also notes that a root pinned at pairing makes signed jobs required. The sdk-go Docs links check needs this anchor.
