@leilafarsani - are you able to sense-check this new org ID list when you get a chance? Fairly bare-bones, and it relates to this IATI registration: https://iati.zendesk.com/agent/tickets/53444 |

The ActionAid certificate has 38/NVVH-HD on the cover but 38/NVVH-VPDD on page 2. Do we need to clarify which number to use?

Thanks for noticing this @leilafarsani . I've done some more searches and think the first number is the most suitable as the registration with MOFA. The second is something to do with the organisation's physical office:
(from Claude)
Use 38/NVVH-HD as the organisation’s primary registration number.
The HD number belongs to the operation registration certificate, which registers the organisation itself and authorises it to work in Vietnam. That’s what people usually mean by “registration with MOFA.” The VPDD number belongs to the representative office certificate, which covers the organisation’s physical office. It sits on top of the operation registration and depends on it, so if the operation registration lapses, the office registration has nothing to stand on.

I've added a clarifying note about this in the "find and use identifiers" section of the list: https://org-id.guide/list/VN-MFA

Wouldn't secondary be more appropriate here?

I believe it is a primary list (for Vietnam), though shout if you see differently. (I'm interpreting primary to mean the org needs to register on this list in order to operate within Vietnam). I accept that the international HQ of the org will be registered elsewhere.
For a foreign NGO, MOFA registration is the primary, mandatory licence to operate in Vietnam. It is not an optional extra or a step towards accessing services or tax arrangements. It does have one prerequisite, though: the organisation must already be legally established in another country.

Thanks @emmajclegg for putting this together. Looks broadly good to me. I’ve added a couple of comments you might want to consider
