chore(ci): remove two-hour compliance auto-close

Summary

• Remove the scheduled compliance workflow that closes issues and PRs after two hours.
• Update compliance comments so they no longer threaten automatic closure.
• Keep the existing standards checks and labels in place.

The workflow has also been manually disabled on this fork so it stops closing PRs while this change is reviewed.

Validation

• git diff --check
• Confirmed the workflow state is disabled_manually.
