Older action releases and overlapping workflow runs made CI harder to maintain. Pin the first-party actions to verified v7 release commits and cancel obsolete runs for the same branch or PR. Preserve explicit caches and existing timeout limits; disable implicit Node caching where no cache was requested.
Preserve existing test commands and application language versions.
Validation: actionlint 1.7.12 and whitespace checks passed on the prepared content. Hosted checks passed for
