Bump primo-cli to 0.2.1 for the merged explicit-publication commands, sync warning, and persistent conflict protection. Require primo-mcp ^0.1.10 for publication guidance and versioned block scripts; the lockfile records the verified published tarball integrity.

The prepared CLI tarball passed the 152-test suite, the real-CMS publication/failure-recovery case, and a clean combined install with MCP 0.1.10. MCP 0.1.10 is now available on npm for CI dependency installation.
