The plan freezes source 5667eb3, all 27 maintained public modules at v1.3.0, project publication and automatic publication enabled. Frozen tracer/xray is excluded; its existing tag will not be changed. Metadata changes contain no module-file replace directives and retain Go 1.27.3. Internal requirements and workspace mappings were generated and tidied with CGO disabled.

This does not remove code from v1.3.0 or weaken the exact-commit security/runtime checks. Historical plan compatibility must be preserved when the ownership classifier is fixed; no current tags or frozen plan are being rewritten.
