feat(return-summary): lead the welcome back card with where the task stands and one action - #823

…stands and one action The card showed four equal rows, two of which usually linked to the same place, plus filler rows when nothing changed. It now opens with one status line (the shared state mark, the wait and the request's detail, or the handoff record's next step) and one action named for what it does, primary when the task waits on you. Below it, only the facts with something to say: what changed while you were away and the last decision, wrapped to two lines. A wait with no action of its own, such as a pull request's state, offers Activity instead of the composer. English and Korean copy is shorter. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Summary
The Welcome back card showed four rows of equal weight. Where it stands and Next usually linked to the same place (Show and Show, Outputs and Outputs), filler rows such as "Nothing new." took space, and the request's detail was cut to one line. This change puts where the task stands and the single thing to do about it at the top. Below that, the card shows only the facts that have something to say. The trigger rules and what the summary counts stay the same.
