fix(agent-runs): stop opening the task panel when a run starts - #825

Starting an agent run no longer switches the right rail to the Task panel. The composer shelf's panel button opens it on demand, so the Lens and editor keep their width. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
