User reports Shellular's iOS app doesn't work when the device has Lockdown Mode enabled.
Context
- Reported by a prospective user interested in using Shellular in an ITAR environment (requires no inspection of data in transit -- fits our E2E encryption model), gated on this working first.
- Need to investigate what Lockdown Mode blocks that affects our relay connection (likely network/background connection restrictions).
To investigate
- Reproduce on a device with Lockdown Mode on
- Identify which restriction breaks the connection (network access, background refresh, etc.)
- Check if there's a documented Apple entitlement/exception path for legitimate apps
