fix(ci): pin postcss-cli to v11 and bump setup actions - #13

postcss-cli 12 requires Node.js >= 22 and crashes on the Node.js 18.4 used to build the UI (SyntaxError: Invalid regular expression flags). Also bump actions/setup-go and actions/setup-node to their latest major versions. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
