Adds --max-query-bytes / MAX_QUERY_BYTES to logs-collector. Queries longer than the limit are truncated on a char boundary before being buffered. Unset stores queries as is.

  • query_hash is computed before truncation, so it still covers the full query.
  • The truncated part is released, so buffer memory stays within its estimated_size bound.

MAX_QUERY_BYTES (--max-query-bytes) truncates longer queries before they
are buffered. query_hash still covers the full query. Unset keeps queries
whole.
