Correct Zone creation and sequencer management for the T10 factory, document T11's new duplicate-list rejection, and add the shared contract addresses. Update TIP-1020's status and link its historical gas schedule to T11. Preserve the testnet warnings.
Checked against TIP-1091 and the protocol source. Type checking and internal-anchor checks pass. The full build is blocked locally by a timeout fetching
