Adds hosted configuration and read-only capacity status to existing workflow Cluster CRUD, plus an aggregate guest-runner lifecycle protocol. Task fetching, completion and task leases remain on their existing APIs.
Configuration uses an expected revision for updates. Lifecycle envelopes bind assignment, epoch and guest boot identity; intake requires admission and Drain is irreversible. Status exposes counts and uncertainty, never task IDs or payloads.
Verification: buf lint, buf format --diff --exit-code and git diff --check passed. Generated consumers are exercised in SDK, CLI and backend tests. SDK consumer: tilebox/tilebox-go#232
This PR does not publish the Buf module, provision compute or deploy services. Consumer PRs include generated files and explicit local generation instructions; default registry regeneration needs publication after review. Review with https://github.com/tilebox/core/pull/805, https://github.com/tilebox/cli/pull/51 and https://github.com/tilebox/hosted-compute-infrastructure/pull/10, without merging independently.
