feat(xtask): complete loadout alpha with rust-shed codecs and xwork cache - #8

…ache Add varint, delta, and wire_delta modules to vendor/rust-shed and an xtask xwork_cache module with an xwork-rustc RUSTC_WRAPPER binary. Only the generic L1/L2 cache tiers are included.
… source Restore the unformatted vilicus copies so provenance is verifiable by cmp.
Set the manifest license to BUSL-1.1, add the LICENSE text, and add a NOTICE for files that keep upstream MIT OR Apache-2.0 terms.
Mark varint, delta and wire_delta rustfmt::skip so the copies stay verifiable by cmp and cargo fmt --check adds no new diffs.
…layout Use the vilicus NOTICE wording and switch the first-party auth0.rs SPDX header from MIT to BUSL-1.1.
…list The workspace lists both as members, so the Nix source fileset must carry them.
Formatting only. auth0.rs also switches its SPDX header to BUSL-1.1 earlier in this branch; no logic changes here.
