Do not merge before the dashboard flow for project connections exists. Once released this is public API on a public repo. Stacked on #540.
A consumer project reads another project's flags by naming it:
createClient({ projectId })on@vercel/flags-coredoes the same. Reads use this deployment's OIDC token plusX-Vercel-Flags-Project-Id; the project must have been connected on the source side. CombiningprojectIdwith an SDK key throws, as does an id outside[A-Za-z0-9_]{1,64}.Tests: option on core and adapter (header and origin, invalid id, combined with an SDK key), and the source-header behaviour on stream, polling, ingest, bundled lookup and 401 messages.
