* chore(deps): bump NuGet packages to latest stable Moves the .NET 10 stack 10.0.12 -> 10.0.13, OpenTelemetry 1.19 -> 1.20.1, Scalar.AspNetCore 2.17.10 -> 2.18.2, FluentValidation 12.1.1 -> 12.2.0, and the test tooling (Microsoft.NET.Test.Sdk, xunit.runner.visualstudio, coverlet.collector, Testcontainers.PostgreSql). Supersedes Dependabot #234. * chore(deps): bump frontend packages to latest stable Refreshes the dashboard, @webhookengine/endpoint-manager and portal-host sample: React 19.3.1, react-router 8.5.0, vite 8.3.5, eslint 10.13.0, typescript-eslint 8.72.0, and the majors vitest 5, happy-dom 21, tsup 9 and @vitejs/plugin-react 6 in the sample. The vitest config moves its JSX setting from esbuild to oxc, which Vite 8 uses instead. Transitive advisories are resolved in-range. TypeScript stays at 6.0.3 because typescript-eslint still caps its peer range below 6.1. Supersedes Dependabot #224, #225, #230, #235 and #236. * chore(deps): repin Docker base images and bump CI runtimes Repins oven/bun:1-alpine, dotnet/sdk:10.0 and dotnet/aspnet:10.0-alpine to their current multi-arch index digests, moves CI Bun 1.3.x -> 1.4.x to match the build image, and moves the portal publish job from the end-of-life Node 20 to Node 24, which tsup 9 requires. Supersedes Dependabot #222, #227 and #233. * docs(changelog): record the dependency refresh under Unreleased
