Summary
On #75 the API 29 Android Device Check booted the emulator, then
adb installhung until the 45-minute job timeout. The package manager accepts the connection before it is ready to install.pm path android), for up to 5 minutes.adb installto 3 minutes and retry it once.Follows #74, which fixed the disk-space and corrupt-download failures.
