The jpios_site_creation_short_flow_v1 treatment gets the short flow; control and a person whose assignment has not arrived keep the current flow. The siteCreationShortFlow flag is now on in all builds and still has to be on for the variation to be read, so it remains a code-level switch. The WordPress app never reads the variation.

Adds the first real
ABTestcase. In the Jetpack app,ABTest.start()now registers experiments and fetches ExPlat assignments on launch, after login, and on foreground once the TTL expires. Previously it returned early because no experiments were defined. Users without an assignment, including everyone before the experiment is created on ExPlat, get control and the existing flow.
