Adds a weekly changelog entry for Sep 10, 2026 covering product changes shipped since the last entry (Sep 1, 2026).

Changes

• Updates: Enterprise POST /2/users/{id}/blocking and DELETE /2/users/{source_user_id}/blocking/{target_user_id} endpoints for programmatic user blocks.
• Updates: subscriptions.subscribe and subscriptions.unsubscribe events on the X Activity API (private, follows.read scope, user_id filter matches the acting user).
• Updates: New broadcast.read and broadcast.write OAuth 2.0 scopes on the Authorization Code Flow with PKCE scopes table.
