Restores the guarded native-creation contracts and durable intent storage from original PRs #40 and #43 on the accepted nightly/V2 line. Closed historical submission schemas, exact producer vectors, optional receiving fields, append-only intents and fail-closed authority checks are preserved. Two stale SQLite test-layer references are corrected without changing their assertions.
Validation: all 100 tests across the nine-module affected union pass; contracts and server typechecks pass; scoped lint, formatting and server/contracts Knip checks pass. Hooks ran without changing the qualified source. The final source retains all eight exact Python preparation vectors and every guard assertion.
Execution translation and authority integration remain L39 work. This PR does not advertise or activate guarded native creation.
