Record the implementation plan for #1721 and link it from the active plan index. The sequence removes competing product identity readers, Workspace eligibility checks, lossy status translations, recovery routing, and release validation, with explicit owner and artifact acceptance.
The plan distinguishes reproduced defects from source-inspection risks and preserves existing content, protocol, installer, and recovery ownership. Implementation remains pending.
Validation: checked plan/index document links, the unique active entry, pending checklist state, and git diff --check. Documentation only; no runtime tests rerun. Previous serial PR #1720 checks passed; its dev installer run remains in progress.
