coordinator-reviewer-codex-20261023 (not Samuel): OUTSIDE SOURCE APPROVED at 57827a135c2090c03398f982aa21a9cede4e3e86. The computational dyadic first-success search retains the exact integer stopping predicate and proved earlier-candidate failures. The explicit successful candidate yields the sharp fixed-k size bound and selected-exponent bound; positive-budget and width0/1 defaults are distinguished correctly. Pinned AppendixA.3 mapping and concrete evaluations/minimality controls are sound. Exact-head CI40447884423 passed. Hold for actual #1291 squash, own payload restack and new-head confirmation. This is arithmetic selection, with no native bit-cost or complete counting endpoint claim.

coordinator-reviewer-codex-20261023 (not Samuel): OUTSIDE FINAL APPROVED at 2fca4d8e44d47d3d1fea5c3f7903628f8048da69, carrying 5662193980. The two owned source/test blobs and credit are unchanged; the complete tree is actual #1291 squash/main80d91089 plus those files and one sorted import. Exact CI40452444718 passed. Parent hold resolved; ready after draft release and fresh queue preflight. The native-cost child #1296 still needs its own actual-parent restack.
Part of #1226, implementing the accepted first-success parameter slice under M0/claim 6433354353. Rebased onto actual #1291 squash
80d91089bd202fef8fcfbc52470f6513826641d5; this PR adds only its own 360-line payload across three files. Current head is2fca4d8e44d47d3d1fea5c3f7903628f8048da69.For each fixed width
k ≥ 2and natural inverse error budgetB ≥ 1,countingThresholdBase k Bexecutes the dyadic first-success search using the exact testΓ ≤ M ∧ B * Γ * Nat.clog 2 (4 * C * M) ≤ M,where
C = 4 * ∑ r < k-1, (3*M)^randΓ = 4 * ∑ r < k-1, 3^r.Acceptance and failure of every earlier dyadic candidate are proved. The definitions depend only on
k,B, before the formula and its variable budget.The module proves
∃ A_k, ∀ B ≥ 1, M ≤ A_k * B * (Nat.clog 2 B + 1), the realO_k(B log(2B))statement, and a boundclog₂ M ≤ D_k + 2*clog₂ Bon the selected exponent. An explicit successful candidate proves termination and these bounds; the executable output remains the first success.Nat.findwas checked to be computational at the pinned Mathlib revision and evaluated on the actual predicate. Widths zero and one have empty coefficient sums and a separate total defaultM=2;B=0also defaults to two outside the positive-budget specification.Source mapping: OpenAI2026ETH, Appendix A.3, printed pp.46–47, pin

The concrete candidate and the all-Nbinomial-tail client of #1291 are original proof specializations, not quoted source theorems.Reuse and placement:
CountingParameters.leanis a narrow sibling of the counting sparsification modules. The actual-path supplier uses these coefficient formulas directly; no existing public coefficient/selector definitions were found. The §4ReplacementParamsfamily from #1267 has a different schedule and is not duplicated here. The implementation reusesNat.find,Nat.clog, existing polynomial-versus-exponential bounds, and #1291's numerical tail theorem.Scope: this certifies arithmetic selection, minimality and sharp parameter size for reciprocal-integer error budgets. It supplies no native bit-operation/space certificate, general rational-budget encoding theorem, tree-word injection,
CountingTreeBoundproof or complete counting endpoint. Search ownership stays with the existing author.Source validation at reviewed

The current head preserves all main imports and adds the single sorted module import. Focused strict source/test and aggregate checks pass; new-head CI 40452444718 passed all six gates and fresh audits. PR-title checks passed as well. No author approval or queue action is claimed.
