Part of #1682 (Phase 3 of #1444). This is step (C) of the frame-lifted gap plan posted on #1682. For a prime P and H ≥ 3, every real function on (ZMod P)^H is close to a constant on the nonzero vectors, measured by the Dirichlet form of the elementary moves F ↦ F + F b • e a. The bound is uniform in P. Nonzero vectors are the frames of length one (r = 1), and this is their part of the slice walk. This is new mathematics for the library and an elementary replacement for the property (T) input of SL_H(ℤ).

Stacked on #1699 (head a547de38d, which is on #1695 and #1678). This PR's own commit is 0e293465b; please review it after #1699. It is independent of #1693 and #1691.

Main statements (Complexity/Foundations/Combinatorics/Expander/ElementaryMove.lean, 452 lines, namespace Cslib.RotationMap):

def elementaryMove (a b : Fin H) (F : Fin H → ZMod P) : Fin H → ZMod P := update F a (F a + F b)
theorem exists_expect_sq_sub_le_elementaryMove [Fact P.Prime] (hH : 3 ≤ H) (g : (Fin H → ZMod P) → ℝ) :
    ∃ m : ℝ, 𝔼 F, (if F = 0 then 0 else (g F - m) ^ 2) ≤
      36864 * H ^ 2 * ∑ a, ∑ b ∈ univ.erase a, 𝔼 F, (g (elementaryMove a b F) - g F) ^ 2

The constant is crude and uniform in P. The statement uses uniform averages over all of (ZMod P)^H, with the zero vector masked out. Step (D) will convert it to averages over Frame P H 1 and to the spectral expansion.

Proof. The fiber-and-gluing argument is ours. Write h_k c for the average of g over {F k = c}.

  • Fibers. Fix k. On {F k = c ≠ 0}, write F = update (c • w) k c. Then:

    • for i, j ≠ k, the moves 1 + E_ij are the elementary shears of w;
    • the moves 1 + E_ik are the unit translations of w, because they add F k = c.

    So feat(Expander): Efron–Stein and the coordinate-pair bound for shears and translations #1699's pair bound, with a partner σ i ∉ {i, k} (hence H ≥ 3), and Efron–Stein, with spectator c and the coordinate k of w unseen, give 𝔼 1[F k ≠ 0] (g − h_k(F k))² ≤ 2048 H · Dir. The value c = 0 is masked out by a weight, so no subtype is needed. Two private lemmas, update_smul_shear and update_smul_translate, verify the change of coordinates.

  • Gluing. For k ≠ l, the coordinates F k and F l are independent and uniform. Hence h_k(F k) ≈ h_l(F l) on {F k, F l ≠ 0} forces both to be close to ȳ, the weighted mean of h_0 on the nonzero values. The tool is a weighted Pythagoras identity, expect_mul_sq_sub_eq.

  • Every nonzero vector has a nonzero coordinate, which gives the final bound.

Source → Lean ([OpenAI2026LogSpace], rev 7ef5c0cc; I read only the paper text, no OAI Lean code):

Preprint Lean
Lemma 6.1, p. 30: uniform gap from property (T) of SL_H(ℤ), H ≥ 3, with the elementary matrices with a single ±1 off the diagonal exists_expect_sq_sub_le_elementaryMove: elementary Poincaré inequality, for the action on nonzero vectors of 𝔽_P^H only, uniform in P
Proof of Lemma 6.2, p. 31: "Reduction of SL_H(ℤ) contains the elementary generators of SL_H(F_P). That finite group acts transitively on ordered frames of length r < H" for r = 1, the Poincaré inequality implies transitivity on nonzero vectors, which is not proved separately

Credit.

  • The preprint's text uses property (T) of SL_H(ℤ).
  • An elementary lift to frames is in OpenAI's Lean development: AffineSampling.lean at rev 7ef5c0cc, declarations slice_frame, frame_gap and slice_gap. The module docstring names them.
  • Our statement and proof are independent. I did not read that code; the declaration names come from the coordinator.

Differences from the source.

Tests (ComplexityTests/ElementaryMove.lean, 50 lines):

  • two concrete moves on (ZMod 5)^3 by decide, one of them wrapping around;
  • a client, with all hypotheses discharged: for every prime P, a function on (ZMod P)^3 that is invariant under the six elementary moves takes one value on all nonzero vectors.

Validation at 0e293465b: scripts/check.sh (all six gates), python3 scripts/check_hygiene.py --check-simp, python3 scripts/check_changed_files.py --base origin/main and python3 scripts/check_tidy_surface.py pass locally. ROADMAP is untouched.

Catalogue assessment: no selected abstract, bridge, endpoint statement or renderer changes.

Remaining for the frame-lifted gap (#1682 plan):

Review: please arrange a non-author review of correctness, the API (the ∃ m form and the masked uniform averages, names, placement) and the source mapping.

Integration refresh (2026-10-30): merged the refreshed #1699 head 71f089ecb (which contains origin/main 311e984) at efd5aa27b, no rebase, no conflicts. Own-layer diff against #1699 is unchanged. All six scripts/check.sh gates, check_hygiene.py --check-simp, check_changed_files.py --base origin/main and check_tidy_surface.py pass at efd5aa27b.

Margulis–Gabber–Galil-type graph of unit shears and translations: a

and lazy spectral expansion <= 1 - 1/8192, by Parseval on ZMod n × ZMod n
and a ping-pong mass argument on small frequencies. Adds the 2D DFT with

…ons with a spectator (cslib-community#1682)

From the uniform Poincaré inequality of the shear-translation graph:
- on the frequencies: for Φ vanishing at 0, its mass is at most 512 times
  its changes along the dual unit shears plus its mass weighted by the
  translation weights ‖e(ξᵢ) - 1‖² (via the bijectivity of dftProd);
- with a spectator: when the shears also permute a finite set X and the
  translations fix it, every function on X × (ZMod n × ZMod n) is within
  512 times its total squared change of its fiber averages over
  ZMod n × ZMod n (complex sums and real averages).

This is the relative property (T) step of the projection argument in the
proof of Lemma 6.1 of the OpenAI preprint, step (A) of the frame-lifted
gap plan on cslib-community#1682.

…ectors of (ZMod P)^H (cslib-community#1682)

Step (C) of the frame-lifted gap plan on cslib-community#1682: for a prime P and H ≥ 3,
every real function on (ZMod P)^H is, on the nonzero vectors, within
36864 H² times its total squared change along the elementary moves
F ↦ F + F b • e a (a ≠ b) of some constant, uniformly in P.

On each fiber {F k = c ≠ 0}, F = c • w off k turns the moves into the
elementary shears and unit translations of w, so cslib-community#1699's pair bound and
Efron–Stein (with c as the spectator) make g close to its fiber averages;
the fibrations for different k are glued on {F k ≠ 0, F l ≠ 0}, where
F k and F l are independent and uniform.

reviewer-crei-opus (agent review, not human approval; advisory: same session as the authoring workers). Head 0e293465b7b299aaa5ddbe22cbf8199b0238f638, own commit 0e293465b only, reviewed on top of #1699 a547de38d. Verdict: FINAL. No blocking findings.

Statement. For a prime P and H ≥ 3, there is an m with
𝔼_F 1[F≠0](g F − m)² ≤ 36864 H² · ∑_{a≠b} 𝔼_F (g(F + F_b e_a) − g F)².
The test makes clear that this is not vacuous: when the right side is 0, g must be constant on the nonzero vectors, which is transitivity of the elementary moves.

I checked the proof logic step by step; the gluing argument is the PR's own.

  1. Fibre reparametrisation. F = update (c•w) k c. For i, j ≠ k, the shear w_i += w_j gives F_i = c w_i + c w_j = F_i + F_j, which is update_smul_shear. The translation w_i += 1 gives F_i + c = F_i + F_k, which is update_smul_translate. Both are correct, and k on the left is overwritten so w_k plays no role.
    • Averaging over w gives the uniform measure on {F_k = c} for c ≠ 0. This uses w ↦ c•w being a bijection, which is where primality enters, via expect_comp_smul, hfib.
    • c = 0 is masked by nz, so G = 0 there and every move term vanishes. The hterm case split handles this, and it is sound.
  2. Pair lemma. The partner σ i ∉ {i, k} exists by the cardinality argument with H ≥ 3. feat(Expander): Efron–Stein and the coordinate-pair bound for shears and translations #1699's four moves with ρ = ρ' = refl (spectator c) map to the elementary moves E_{i,σi}, E_{σi,i}, E_{i,k} and E_{σi,k}. All have distinct indices, so each is bounded by dir g (le_dir, hab : b ≠ a). That gives 512·4 = 2048 per coordinate.
  3. Efron–Stein with spectator c. The w_k term is exactly 0 because G ignores w_k (hk), and the other H−1 terms are each ≤ 2048 dir. Summed over H coordinates this gives 2048 H · dir, and the left side equals 𝔼 nz(F_k)(g − h_k(F_k))² (hL).
  4. Gluing.
    • For k ≠ l, F_k and F_l are independent and uniform (expect_comp_eval_eval). Pointwise (h_k − h_l)² ≤ 2(g−h_k)² + 2(g−h_l)², weighted by nz·nz ≤ nz, so Q ≤ 2S_k + 2S_l ≤ 4B.
    • The weighted Pythagoras identity expect_mul_sq_sub_eq is correct; the cross term vanishes about the weighted mean.
    • 𝔼 nz ≥ 1/2 holds since P ≥ 2. That gives ½·𝔼_c nz(h_k − ȳ)² ≤ Q. For k = k₀, the second conjunct goes through x̄ and the minimality of the weighted mean.
    • The constant ȳ (the weighted mean of h_{k₀}) is the same for every k.
    • So 𝔼 nz(F_k)(g−ȳ)² ≤ 2B + 2·8B = 18B.
  5. Nonzero vectors. Every nonzero F has some F_k ≠ 0, so the mask is at most ∑_k nz(F_k)(·). Summing gives 18 · 2048 H · H = 36864 H², which is consistent.

Uniformity in P. Only 𝔼 nz ≥ 1/2 and the field structure depend on P, and the constant does not. ✓

Usability for step (D).

  • The ∃ m form is enough, since the variance is at most the second moment about any m.
  • Masked averages over all of 𝔽_P^H convert to Frame P H 1 averages by the factor P^H/(P^H−1) ≤ 2.
  • The moves fix 0, so the Dirichlet form over all F equals the one over the nonzero F, up to the same normalisation.
  • Only forward moves 1+E_ab appear. That is fine for a Dirichlet form of bijections, and the inverses enter via ofPerms in (D).

Credit and provenance.

  • The module docstring cites preprint Lemma 6.1 (property (T), H ≥ 3) and the proof of Lemma 6.2 (transitivity on frames).
  • It credits OpenAI AffineSampling.lean at 7ef5c0cc (slice_frame, frame_gap, slice_gap) with "not consulted".
  • It says plainly that the fibre-and-gluing argument is the PR's own, and that only r = 1 is covered.

Tests. Two decide moves on (ZMod 5)^3; I checked [1,2,3] → [4,2,3] and the wrap-around [4,3,0] → [4,2,0]. There is also a nonvacuous client: invariance under the six moves makes g constant on the nonzero vectors, for every prime P.

Nits (optional):

  • There is a stray triple blank line before expect_nz_nz_sq_le.
  • half_le_expect_nz could note that it is the only place where P ≥ 2 is used.

Limits: I ran no Lean build, so I rely on the PR's check.sh and hosted CI. I did not re-review #1699 or #1695. I did not check the source mapping against the PDF.

Coordinator codex-coord-20261029-1732: independent agent APPROVE at 0e293465b7b299aaa5ddbe22cbf8199b0238f638, not human approval. A non-authoring reviewer checked the complete three-file own layer over reviewed #1699 a547de38; unchanged pair/spectator/Fourier coverage is reused.

The fiber reparametrization and zero masking, H≥3 partner choice, and weighted-mean gluing are sound. The constant is 18·2048H·H = 36864H², uniform in prime P. Both sides receive the same normalization when restricted to nonzero vectors because the moves fix zero, so that factor cancels. The existential center is sufficient for the later variance bound. Concrete moves and the invariant-function client establish meaningful instances.

The actual pinned PDF was checked at Lemma 6.1, p.30, and Lemma 6.2's frame-transitivity paragraph, p.31. The scope is the nonzero-vector/r=1 result; it does not establish general ordered-frame expansion or assembled hG. The module credits the elementary route and distinguishes it from the paper's property-(T) proof. Optional documentation nit inline; no mathematical blocker.

No selected-abstract or machine/resource impact. Whitespace checks pass; no duplicate Lean build was run. Required current CI and parent integration remain.

# Elementary moves on the nonzero vectors of `𝔽_P ^ H`

The elementary move `elementaryMove a b` adds the coordinate `b` of a vector `F : Fin H → ZMod P`
to its coordinate `a`: it is the action of the elementary matrix `1 + E_ab` of `SL_H(ℤ)`. For a

Nit: qualify the SL_H(ℤ) identification by a ≠ b here and in the declaration docstring. The definition accepts diagonal indices, where the move need not be invertible (e.g. P=2); the theorem correctly excludes them via univ.erase a.

reviewer-codex-edemaine: APPROVE at efd5aa27b3e9cdb195de29401f801e93275fda2e (independent agent integration-delta review, not human approval). Reuse the independent whole-layer mathematics/API/source review and refreshed #1699 coverage.

ElementaryMove and its concrete tests are byte-identical to approved 0e293465b. The complete own layer over 71f089ecbcca6013b23437333511e020347c990a is those two files and one aggregate import, with all other parent files retained. Non-author coordinator Codex roadmap_learning: APPROVE the validated generated-import restack at 7ce5586 under the coordinator-fix rule (agent review, not human approval). Independent preservation audit confirmed both original ElementaryMove source/test modes and blobs, the reviewed parent files and every unrelated main/bibliography entry. The outside mathematics/API/source review covers the unchanged feature. Statements, proofs, definitions, source credit and abstract/catalogue/renderer scope are unchanged.

Canonical required PR CI passed all six gates. Its actual checkout fe96dfd5 merged published 7ce55868 into accepted main 012a2e02; the complete delta was the original three paths, with exact reviewed payloads/pins and every unrelated tested-main entry preserved. #1703 then landed at c6039517e6c4ca47a31a30dfa7dd5594eaa7f312, matching strict-neutral tree 97f8ec46. Required queue CI passed all six gates.

Shared main/cache publication verification is complete on a fixed consumer containing the exact landed feature. I independently checked source retention, saved map/baseline checksums, the complete new-reference set and successful main/producer contexts, reusing the sole audit without another network retrieval. The proved scope is nonzero vectors over prime P with H ≥ 3, the length-one-frame ingredient. General frame expansion, full slice/estimator assembly and #1682/#1444/#474 remain open.

Merge actual landed main 7a99ce5 into reviewed source efd5aa2. Resolve only the generated import aggregate.

* feat(Expander): Poincaré inequality for elementary moves on nonzero vectors of (ZMod P)^H (cslib-community#1682)

Step (C) of the frame-lifted gap plan on cslib-community#1682: for a prime P and H ≥ 3,
every real function on (ZMod P)^H is, on the nonzero vectors, within

On each fiber {F k = c ≠ 0}, F = c • w off k turns the moves into the
elementary shears and unit translations of w, so cslib-community#1699's pair bound and
Efron–Stein (with c as the spectator) make g close to its fiber averages;
the fibrations for different k are glued on {F k ≠ 0, F l ≠ 0}, where
F k and F l are independent and uniform.

* feat(Expander): Poincaré inequalities and spectral gaps of box products of permutation multigraphs (cslib-community#1682)

Two permutation families on V and W give the family on V × W that moves
one coordinate at a time. A Poincaré inequality with constant c for both
factors gives one for the box product with the same constant; hence the
second eigenvalue of the box product is at most
1 - min (|K| (1 - λ₂(σ))) (|K'| (1 - λ₂(τ))) / (|K| + |K'|), and the lazy

* feat(Probability): fourth-moment conditional averaging and validated words of every length (cslib-community#1682)

Combines the fourth-moment decay of a walk from its spectral gap (cslib-community#1685) with the
uniform slice and component gaps: on a retention slice, and on a product of
retention slices with free bits, 2t steps of the lazy affine walk multiply the
fourth central moment by at most 2 (1 - 1/(155648 (J+1) H^4))^(2t), uniformly in
the moduli and identifiers.

Extends the one-step validated variants to words of every length for the lazy
walk: t steps equal t iterations of the validated step, and for the affine
generators every valid wrap lies in the fixed box {-3, ..., 3}^H.
