Exclude query and fragment text from the handle match.

When a submitted body contains https://configured-host/@name?redirect=/commits/{uuid}, Urls::all() returns that URL unchanged. CreateCommit stores it unchanged. The migration then matches @name?redirect= as [^/]+, extracts the UUID from the query, and deletes the preview when no live commit has that ID. Restrict the handle portion to path characters.
