Generate reusable constrained proxy templates for constructed generic factory calls, and close matching templates at runtime while preserving closed-proxy precedence. Harden member scaffolding and pipeline rewriting for real-world signatures, add ST012/ST013 diagnostics, and cover naming collisions, constraints, ref/out holders, and metadata compatibility.

This PR contains only the compiler/runtime group. Comparison-package acceptance coverage will be shipped separately and depends on these fixes.

Validation: 239 unit tests pass on this isolated branch; the combined pending changes also passed 266 tests and the generated comparison acceptance test.
