Accept assembly probes that omit a version, preserve compatible major/minor checks for versioned probes, and publish registered search paths through immutable snapshots for concurrent compiler runs. Let assembly-load errors reach Roslyn instead of triggering Debug.Fail during resource probing.
This independent PR contains only the resolver fix and its regression tests. Validation: 215 tests pass on the isolated branch.
