The Japanese opens each soldier's shout with 「 and never closes it, and the French copied that as unclosed «. Each quote is now closed, and each soldier gets a window, as in English. «Comment vous êtes entrés» becomes «Comment êtes-vous entrés». No other French message has an unclosed «.
