feat(release-watch): #101 — weekly upstream-release watch workflow - #102

Greenfield GitHub Actions workflow (.github/workflows/upstream-release-watch.yml) with weekly cron + workflow_dispatch + concurrency group running scripts/release-watch.py (uv inline script) that polls upstream gitbucket/gitbucket releases/latest, diffs tag_name against committed state file .github/release-watch/last-seen-tag with tag-shaped detection only, pre-filing dupe search, files one issue per new tag in michael-conrad/gitbucket, and commits state only after confirmed filing receipt with monotonic advance. 16 enforcement tests cover SC-1..SC-10, all passing. Adds the jobs: section to .github/workflows/upstream-release-watch.yml (issue #103), fixing the verified HTTP 422 'Required property is missing: jobs' dispatch failure from PR #102's trigger-only skeleton. One release-watch job: - actions/checkout@v4 first step (SC-2) - permissions exactly issues: write + contents: write (SC-3) - container step ghcr.io/astral-sh/uv:python3.12-bookworm-slim invoking uv run scripts/release-watch.py (SC-4) 4 enforcement tests (test/test_workflow_jobs.py) pass; on:/concurrency: scaffolding unchanged.
