What changed in this PR
Replaces the English homepage announcement banner with a compact release badge, showing the latest public patch independently of the site’s AppHost SDK version.
Changes:
- Adds a release badge linking to the current What’s-new page and Support.
- Updates the supported patch version to 13.6.4.
- Extends homepage tests and release-workflow guidance for the badge.
