Saved accounting validated capability support on one RPC session and then looked up another session for dispatch. A reconnect could send the read to an unadvertised replacement. Validate and dispatch through the same captured session, preserving observer cleanup and avoiding retries. Correct the accounting supervisor namespace reference and the startup-pin comment without changing pin validation behavior.

Native stack #86: #77 → #78 → #85 → #88 → #89. This PR targets #88 at 94c56c74a64adf7362348bd65f88ca30a569cb81; current head 8522a7c02541e2d1eb7469c979c3e659c6334216. Its five-path diff is byte-identical to the previously reviewed repair (6e9f3e3c68e5de7d6de58dac04e8ed803528ce1a6ddf7286547a3d444ab299cd). Existing history and parent branches are preserved.

Current-head validation: all 409 combined focused tests passed, including 24 accounting/RPC cases. Scoped lint passed with existing warnings. The original deterministic race reproduction sent one read to the unsupported replacement; the repaired case sends zero. Independent implementation and stack-integration reviews found no supported regressions.

The refreshed Effect-aware client-runtime typecheck still reports nine inherited errors, identical to the pre-restack result; none points to a changed file. Prior CI failures in parent-owned exports, contracts, web components and server migration/import tests remain integration limitations. No full-stack passing or installed-app acceptance is claimed. New-head CI is pending.

Do not merge or deploy. The owner’s Jones Code merge/live/surface-update hold remains active.

Implemented and independently reviewed by GPT-6.1 Sol (extra high), coordinated by GPT-6 Astra through the Codex harness.
