Adds the Submitted work queue page with pause/play controls, an editor and Recently submitted history. Hosted-browser visitors can open /work-queue without mandatory pairing. Enter updates text; Shift+Enter adds a line. All data, saves and sends remain local in-memory simulations; no live queue integration is enabled.

Owner has accepted the page as good enough to use. Do not merge yet: this PR is now a child of Orchestrator #77 (sync/new-orchestrator-pr-20261003) at d0bb50a1eaec902e2ec8bb0de87faf762ff6adcc. Landing order is #77, then #78 after reconciling the final parent/main and refreshing checks. This is an ordinary dependency chain, not native stack membership.

Stack head: 76a459ddca506a7af7136e01fa9865272cca5f9f. A normal merge preserves the previous page head 6b9b5b96773dd12aa74b90f342dbcb7bd4420973 and the exact parent checkpoint without rewriting either branch. Five conflicts were resolved by retaining the parent orchestrator changes and existing Voice/page behavior. The 50-file comparison includes Voice/contract work already inherited from the page's newer main baseline; those are not new page features. The parent branch was not changed.

Validation of the combined source: 199 affected web tests passed across seven files, including queue interactions, both bundled startup branches, navigation, utilities and composer compatibility. Formatting and diff checks passed. A supplementary Voice/contract check has 44 passing and 4 failing tests, plus 2 suites unable to import the removed legacy ProjectionSnapshotQuery service. Three thread-corpus assertions use schemas removed by the parent migration; one queue-protocol fixture assertion also fails. The retained corpus group additionally references a deleted legacy test without an established equivalent. No tests were removed or weakened.

Scoped web typecheck reports 84 errors across unfinished orchestrator surfaces. Seventeen of the eighteen diagnostic-bearing files are byte-identical to the parent; the remaining SidebarChrome diagnostic is on its unchanged parent active-thread count expression. No diagnostics point to the queue component or preview entry. These are recorded integration gates, not a claim that the stack is build-ready. The old page-head CI passed; that result does not qualify this new head. New-head CI is pending.

Current-source T3 Browser verification confirmed no mandatory pairing, centered pause/play controls, and Enter-to-save preserving manual pause with list readback. The browser disconnected during narrow-layout verification. Cold development startup remained slow; production timing and a measured speedup are unverified. Owner permits omitting PR images. No installed runtime, live data, deployment or GitHub merge occurred.

Implementation: T3 Code/Codex harness, Frontier mode. Earlier Sol coordination and Astra framing/implementation; stack integration by Astra with one bounded Astra conflict-resolution specialist. No independent review or reviewer bots requested.
